laravel took too long too respond error when try too open project other device with hotsopt

I try to open my laravel project in other device . i got ipv4 in command promt and ran this command in terminal

php artisan serve --host 192.168.214.14 --port 8000

and i got error 192.168.214.14 took too long to respond
